I'd look at what's available for the "over 60s", see if she can buy a small place on an age-appropriate complex/estate. You do have to really understand any fees/terms when you look at those. They range from the honourable and fair through to the ripoff and outrageous.... but, if she's lucky, there'll be a place with a good history in areas she can afford.
