Unintended Consequences - OFGEM Code of Practice

I have just left an energy company that states that it has introduced the changes required by OFGEM earlier than required. In my view, these changes have had unintended consequences. Looking back, I used to be given one annual estimated energy projection; a total annual amount, and a monthly DD payment. As I keep an eye on energy use, I have provided said company with monthly meter readings which has generated an online bill, a new energy projection and a revised monthly DD. I went along with the 'system' and paid the revised DD but put the balance into a little pot in my budget. Just before the change, I transferred the money in the pot to the energy company. As we had a warm winter, they will now pay me about £70 back.
My point is this. The cost of all this extra administration will no doubt go on future bills. For most people, a fixed DD is better than frequent change - perhaps bounded by an account credit/debit limit so therea are no major shocks.
I would like to apprise OFGEM of my concerns about its policy; however, it would seem that I am forced to go via the company plus ombudsman route. This cannot be right.

and the ombudsman will say tough, they have no power over ofgemDon't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0

I really do wonder who OFGEM are working for. I've certainly never been asked my opinion and neither has anyone I know, yet they claim to be working in the consumers interest?
They've meddled around a lot recently and I haven't really seen any change for the better.0
