Very wise getting advice about the pigeon spikes, as if anyone were to get hurt (or claim to have been hurt) by them, that could land you in hot water. I expect this might be the reply you get from the council.0 -

It is a bunch of kids that seem to think they can get away with anything, we can't find out who the parents are and suspect all sorts of accusations would fly if we tried following them home.
Still, one good thing, hopefully they won't be on it for a whileIf they are they would be absolute idiots.
