Windows 8.1 update & problems with font size

I've updated by laptop from Windows 8 to 8.1 yet seem to have problems with font sizes when using IE. This is a big problem for me as I'm partially sighted (as well as computer illiterate) & this update has left me really struggling...
I have the optimise visual display/change the size of items set to 150% as I have always done so previously. But now it only appears to enlarge the font size on apps such as Control Panel & This PC, & my documents in OpenOffice, but all website fonts on IE are miniscule, even though the individual website addresses in each new tab are enlarged.
What have I done wrong? Thanks in advance (& yes, I've tried the turning it off & on again solution which hasn't worked!).

Ctrl + 0 [zero] should normalise IE fonts.
Ctrl + + [plus] should increase font size therein.

Thanks you so much for that - I could just about read it with a large magnifier, but now I can read the font size! I was going to give you a cheers smilie but for some reason now that I've adjusted the font size, I cant use any of the smilies - I click on them but nothing happens *insert red face*
Why do these updates do this?And I find that looking back at you gives a better view, a better view...0
