I would say the previous keeper has sent in an application a V33 - a refund form when the tax disc is missing and declared the disc is "missing", but they wrote out to as you, as you are the current keeper and wanting to check.
Then again you said you had a fine? When did you have this letter and if you didn't reply, it says it will pay the refund.
You say bought car in October, and letter saying no licence since September, another assumption here: The previous keeper had a duplicate/replacement disc before selling the car and used that disc for a refund, making the one in your car invalid.0
