Did anyone get a ticket in Heathrow Airport drop off area?

Well, it's a bit off topic, but don't know if there is anywhere else to ask. Searched on Google but didn't find anything.
I was picking someone at Terminal 3 a couple of days ago, and she arrived far before me so that she could wait me beside the drop off lanes. I stayed about one minute allowing her to move to the lane where I stopped, and another one minute or so to put the luggage into the boot. Just before I jumped back into the car, an officer stopped me and asked if I was picking up or dropping off. He then pointed out this area is dropping off only and pointed me to a million feet high signage, said it's CCTV monitored and a ticket will be sent to my door. I only knew that I should not stay there for more than 15 mins and obvious I wasn't stay that long. Had a very unpleasant conversation with this very rude guy who said nothing but asking me say no more and wait for the ticket. I then moved away. When I back home, I checked the dash cam recordings and found I stayed about 5 mins including the conversation.
It's about a week now and I still haven't received any ticket. Just inb4 any ticket arrives, I'd like to ask any early suggestions. It's clearly not a car park hence I'm not expecting to receive any PPC PCN, what will the ticket to be? Council PCN? NIP? Is it enforceable?
The only thing I found on Google was someone's reply:
"I did get asked if I was picking up or dropping off once and I explained I was dropping off the car for arriving passengers then the guy just laughed and told me to drive round the block."
Well, maybe next time I should say so instead saying I dropped off someone and btw picked up my friend

I didn't think Heathrow was (mis-)managed by a private company, but could be proved wrong. If you do get a PPC ticket, then just follow the usual guidance on these things (see the NEWBIES sticky).
If it turns out you get a CCTV-enforced council ticket, then you'll need to pop over to Pepipoo's Council ticket forum.
Meanwhile, just wait another week or so and see what turns up.0 -
IIRC Heathrow and Gatwick are special cases where the roads, whilst privately owned, are subject to the normal road traffic laws and the police are responsible for enforcement. Where the OP mentions "an officer" he presumably means a police officer.
As advised, he should wait to see what arrives in the post and then popipoo to PePiPoo.Je suis Charlie.0
