Older card - was forced to sign a waiver by RBS...

I reclaimed PPI from an RBS (Mint) card in July 2009. This was for a card I closed following the need to claim on their PPI and being informed that, in fact, it didn't help me now I had been made redundant.
The PPI and card were taken out in February 2004.
I claimed using the forms on the MSE site and got an offer of refunding the premiums. I claimed for interest and they refused to pay for that.
In order for me to receive my payment they insisted I sign a waver that I would not claim the interest.
I note that the FSO requires the interest to be repaid as well as other fees. However, this seems to only apply from 2006.
Is this right?
Were RBS unfair in requesting an undertaking in order to repay me?
