Help with Bank Accounts

Hi, am after some advice if possible. My dad has recently just completed a five year IVA. He doesn't have his own bank account (long story, separated from wife etc) anyway, he has been using my bank account for the last 2 years to have his wages paid into etc. He has now finished his IVA and will be looking to retire from his job, however, his employer has advised that he will need his own bank account in order for him to receive his pension. He doesn't have a passport and he has no drivers license, he has been turned away by Natwest as he has no photo ID. We have looked into a passport, he moved here from Ireland many years ago and the application process seems so drawn out for him, trying to get a birth cert, cert of naturalisation? I just need advice as to whether there are banks that will allow him a bank account without photo ID. Thanks in advance.
