Declined a Credit Card Application!!

Just received a letter from Ulsterbank saying they are unable to approve my application for a card.
My credit rating should be excellent. I've never missed a payment for anything in my life and a regularly use a number of cards and pay them off in full to boost my score. Although I have a mortgage I am not it debt apart from up to my limit on one card which is well within my budget.
I have applied for 2 other cards in the last 2 months and both were accepted. Could have this have been why?
The only other thing I can think of is that they asked for another proof of address from me since the council tax bill I sent was from last year. I duly sent them a water bill and haven't heard anything since.
Is this bad for my credit rating and what should I do? Do i appeal or something?
Please help!

What are the 2 other cards that you have applied for recently? Are they by any chance R.B.S., Nat.West or any other card isssued by that banking group? Alternatively they may think that the total amount of credit that you have been granted across all your cards is the maximum that you can reasonably afford.0 -

Thanks for the reply.
Even though on the letter is says they can't discuss the reasons why I been declined, I rang them and they said it was due to my proof of address. After the first I sent in was older than 3 months, the second apparently only had my surname and not my first names on it. Rather than letting me know this they just issue me with a declined letter.
They said this won't be a bad mark on my credit file as they have only done one search or something. Can anyone confirm this is true?0
