    It might be worth seeing this from the energy company's point of view. They've got a customer who built up a large debt, didn't submit any readings in 2 years, and doesn't seem to have much intuition about electricity usage (so is at risk of building up more debt), and is proposing to pay off the debt over 3.3 years.

    At this point, a bird i the hand is worth two in the bush springs to mind. The debt generated so far they might consider quite risky, so they're resigned to that taking 5 years+ to recoup, if it's recouped at all, and make sure things don't get worse. Using a pre-payment meter makes one much more aware of where the money is going.

    Of course, I'm sure your partner is conscientious, and you know that your partner will repay the debt, but if you look at just the impersonal facts on paper, the company's decision makes sense.
