Economy 7

My flat has Economy 7 electricity.

My water heater uses Economy 7 but also has a booster override.

2 years ago the Economy 7 stopped turning on, so the water and heaters could not heat up.

My electricity company changed my electricity meter and it worked for a couple of years.

Now it has happened again and I am back to square one with it not turning on automatically, even though the economy 7 switch is on.

Does anybody have any ideas of what could be the problem or how i can get it fixed?

Is it the wire connecting the meter to my hot water tank? Or the meter?

Is that the responsibility of the Landlord as I live in a small block of flats?

Any advice would be greatly appreciated.
