Can you have painted walls re-skimmed?

Hi there,
We have just had our bathroom skimmed as new plasterboard was put up due to taking tiles off etc. Now we have lovely smooth wall in there and it now makes it quite obvious that the all the other walls and ceilings in the house have been plasterboarded, joint filled and painted... There are some rooms that look like they have been skimmed however it hasn't been done that well...
So my question is will a plasterer be able to skim over the painted plasterboard or will new board have to go up to be skimmed?
Someone recommeded that we try the polycell smoothover stuff and do it ourselves however having read some threads on here that doesn't really look like an option...
The ceilings are quite bad with a huge bump running the length of the rooms etc. I don't suppose there is a diy way of resolving this?!

Hi, we have just had our house skimmed - some over painted walls and some over plasterboard. So yes, provided you get a professional to do it.

Hi, yes you can skim over painted plasterboard, all i do is seal it with a couple of coats of pva the skim over.
