I love making up party bags.

As above go into poundland and look at things that you can split into separate bags.

    suggestion included
pamper bags for ladies - scented candle, travel size bubble bath, perfume sample, makeup from poundland (some times you will see a pack with 2 of 3 items in)

For the men - keyring, pen, aftershave sample,

What are the sex/ages of your guests and how many do you have?

If you can find some cheap plastic drinking glasses, fill these up with the goodies and wrap in cellophane with a ribbon for ladies, string for men. Its make a re-usable gift bag/container.
