my internet supplier is PlusNet, I live about 3 miles from the exchange , I am not on fibre
my internet speed goes from 1.8 to 1.3kbs I have complained on many occasions about the varying speed, I am told that as bt rates the line from 1.0 to 1.6mgs nothing can be done to which I respond why do I get 1.8kbs on occasions .
After complaining the speed goes up ,my question is can internet suppliers regulate the line speed and if they do what can I do about it

If that's true you're stuck with it. What speed do neighbours get?bt rates the line from 1.0 to 1.6mgs
Ideally using the test socket in the BT master socket, goto http://speedtest.btwholesale.com/
Tick yes, begin test
Select Further Diagnostics and enter your landline number in the first box; click Run Diagnostic Test.
What is the reported "IP profile". If its about 2 then that matches what Plusnet have told you.0 -

Yes they do regulate it to the degree of how many are using their servers equates to the speed - less punters quicker speeds.
Unless you get unlimited or fibre of course.0 -
The Plusnet forum is good with plusnet helping where they can.0

I am a similar distance from my exchange and get the same speeds as you. The reason for fluctuations in the line speed can be interference - with such a long line length there are more opportunities for external factors to affect your line.
Your ISP could probably give you a steady 1.3Mb/s connection if you wanted - I prefer to live with the variation and have access to the 1.8Mb/s when available.0
