Query regarding credit report

Hi all, my mum recently obtained her credit report and on there was the name of a former Landlord who had left a 'footprint' AFTER she had left the property (not owing any monies and having handed the keys back). I found this odd, as did my mother and having looked at the FAQ on Experian it says that no searches can be made without your consent. This is usually at the time you apply to a lender. Well, firstly her previous LL was not a 'lender' and at no time did she ever give her consent. Am I missing something?

What type of search does it show?
