    So just to make sure, you think this letter is good to go to POPLA or is there anything else you think needs to be included.

    I would just change the title 'Legal capacity to issue parking charges' of that paragraph to 'No standing or assignment of rights to enforce this charge in the courts'. Because it's not about whether a PPC can 'issue a PCN'. Anyone could 'issue a PCN' i.e. a piece of paper! Even the car park cleaner or trolley collector could be given the task of putting a piece of paper on a windscreen and any admin firm could send out template letters. The POPLA appeal looks fine apart from that.

    I have just amended the Excel template I think you must have used so that it says the same as I have suggested instead of the weaker heading that was there.

    Are you sure you understand everything you've copied and pasted and it all relates to your circumstances?

    There have been many cases where OPs have copied and pasted previous appeals with references to things which show the appeal up for what it is - indiscriminate copy and pasting - no idea what it means, but it sounds good. Don't let this apply to you - it is not to your advantage.

    We get dozens of 'please read my (War and Peace) tome and put it right for me'. You know the circumstances intimately, we don't, so do please check thoroughly before submission.
