Couple of things that i note.
    1. Its the cyclists fault so he should pay, be it straight from his pocket or insurance which would be a long shot (Not likely to be a member of British cycling is he)
    2. Your protected NCD isnt protecting you if your premium went up following a previous accident.
    3. The cost to you to fix the damage to your car will be far greater than loss in a part x offer if you didn't get it fixed.

He doesn't need to be! Two people have already explained that any household insurance is likely to cover him.

The protected NCD does exactly that, protect your NCD. It doesn't and isn't supposed to protect and guarantee future premiums.

Quite. I had a little rant about this a while ago. I think it is a con that people are paying extra to protect their no claims when they have no control over how their base premium is adjusted.

I don't agree it's a con at all. Premiums are based on risk plain and simple whereas NCD protection is simply a marketing technique aimed at increasing revenue for the insurer. There's no correlation between the two.

And if NCB wasn't protected i'd hate to see how much further her premium wouldn't gone

And would've gone up even more had they lost 2 years of NCD.

You know who cyclist is you report it to your insurers and they will pursue him for the cost
