Is it right or wrong to charge galaxy tab 3 when it is on or off. Clearly with it on, you are able to see the lightening strike accros the battery icon in the on position

Turn it off and it charges much quicker. Turn it on and you can use it whilst charging. Either way is fine it's not right or wrong.:footie:

I don't have a Galaxy Tab 3 but I have owned a number of tablets and smartphones and from memory every one of them has turned on at least to the extent indicating they are charging when a charger is connected. In short I don't think it matters but always willing to accept a contradiction from somebody with that specific model.

Just tried my Nexus 7. I usually charge with it on but tried wih it off - it doesn't turn on properly but the screen does show a charging battery. The screen sleeps soon after first showing it.
I'd say the post above mine which was entered while Iwas typing is spot on.0 -
Either is fine, it only affects the charging speed0
