Changing the Order of the Rules For Sorting New Messages in Outlook

I have several email accounts in Microsoft Outlook, and use the rules feature to sort new messages into specific folders.

The Manage Rules option allows putting the rules into name order, using the up and down arrows shown against each rule, but in one of the Outlook accounts, the Manage Rules page does not show the up and down arrows so that the rules are shown in order of creation and cannot be ordered by name.

Has anyone come across this issue, and know the reason and resolution?

what version of Outlook are you using?

I'm using outlook.com for hotmail and outlook email addresses, which link to live.com webpages, so the Manage Rules webpage addresses have different prefixes dub128 and dub122, like
hxxps://dub128.mail.live.com/mail/ManageRules.aspx?n=123456
in the case where each rule has just an Edit link, but
hxxps://dub122.mail.live.com/?page=ManageRules
in the other case which shows up/down arrows and a delete option.
