Almost certainly. And to quote the 14 day rule whist knowing you are not the RK and the PPC would have got the RK from the DVLA within that time, contacted the Hire Company and the Hire Company have done their bit (be grateful they didn't pay the charge - some have) as far as POFA requirements go, sort of points out that you are very much an amateur who thinks they know the score, but doesn't. Not advisable!
I would leave the 14 day thing well alone and go with the standard appeals.0 -
