Okay...given that there is nothing the RSPCA can do, as its only within their remit to make sure that the dogs themselves are okay. BUT....I would imagine the antisocial neighbour doesn't like and/or cant afford those fines and won't want too many of them.
What level are these fines? Are they derisory or set at a realistic (ie they will hurt most people right in their pockets) level? eg £20 a go is nowt and "carry on in there", but £200 a go might make them think twice for instance.0 -

I know, I just didn't want OP to expect them to take the dogs or anything like that. I believe they're in the hundreds for the fines but can't remember the level!0 -
My understanding is that these covenants can be for community benefit as well as for the developer.
In which case, you could take enforcement action against your neighbour instead of relying on the builder to do it.
I suspect it would be expensive though. If you have legal advice as part of your house insurance it might be worth giving them a ring.0 -

We have sent to the council our 'dog log' which is supposed to be 10-14 days worth but as they barked so often, we only managed to fit in 4 days of log. We had a few video recordings of them barking both in and outside of the house and so put these on a disc and sent it along with the log to the council.
As a lot of people have said, TW don't care. They have near enough sold all of the plots and as much as I have tried, I can't be there to every prospective purchaser about the monstrosity and noise!
They have finally come back to us and said that they are in discussions with the neighbours about the size and possible downsizing of the building but the noise will still remain even if the building is smaller.
TW said in their letter that the covenants are not there to be enforced by TW but to be used by residents to help keep the peace in their neighbourhood or some rubbish like that. Basically they're an utter waste of time and paper.
So, all in all, you lot are wonderful and TW are rubbish - as suspected.

What TW say about the covenants is interesting; it implies that they either have made the community beneficiaries or that they may endorse third party action.
That is not normal, and may well be incorrect , but deserves chasing up. Please post the exact wording of the covenants, or take them to a lawyer, or clarify with TW in writing.0 -
