I recieved a PCN in Sept 2012, silly me didn't get round to paying it as we moved house, had a baby, etc etc. The reminders from the council turned into Marston's letters who added on ridiculous fees and then sent a bailiff twice to my door. I followed their complaints procedure regarding the crazy fees, emails went back and forth for a couple of weeks and the last i heard from Marston's was in October 2013. Not a peep since. I want to assume they've forgotten about me but I'm not that naive. Do i just let sleeping dogs lie? What do they normally do next when someone is refusing to pay?

Think they have a year to collect then it has to go back, however bailiffs being the honest people they are can and resurrect things, also the address needs to be changed I think for it to be compliant.
I suggest you ask on www.pepipoo.com on this as they have more experience on council tickets. When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Yes, let it lie. Lucky if you had received the PCN a month later (assuming you are in England/Wales) then the company could have pursued the registered keeper. However, before October 2012 the companies can only pursue the driver (who they cannot identify unless you've told them).
This is a council penalty charge notice not a ppc ticketWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
