    They would if someone complained - they are likely fall foul of 'Treat Customer Fairly' requirements as it doesn't cost them 3% to process an internal ATM withdrawal.

    This is nonsense. It's withdrawing money in a foreign country which uses a different currency. It's not an internal withdrawal.

    It's not a question of how much they charge - it's how it's described.

    Ulster's description implies that they only cover costs. A margin of 1% would likely cover their costs as the transaction is internal to RBS group.
