Contractual payment charge

Hi
I have read some of the threads but can't find one that's applicable to this - sorry if I've missed it.
Whilst parking the driver put in a valid Visitor Permit but it must have been blown aside when the door was shut. On returning to the car a ticket was on the window screen. As there is a valid permit should an appeal be sent to the company or should the NTK be awaited? The company is a member of the IPC. The paperwork with the ticket states 'Failure to make the payment or supply the drivers, name, address, DOB within the specified time will result in the registered keeper becoming liable for the full charge under the Protection of freedom act 2012. The keeper details will be requested from the DVLA in order to enforce outstanding debt. Parking Enforcement reserves the right to use debt collection agency prior to issuing Court proceedings.'
Thank you fir any help

Same as most cases - wait for the NTK in the post then send the template appeal in the NEWBIES thread. Talking about permits blowing off the dashboard doesn't win an appeal so is a pointless road to go down so stick to the points we know will win. The only additional point I would say is because it's an IPC member, can you show us a picture of the sign on site please and a copy of the PCN? There may be 'breach of contract' wording which you WANT it to have because that's against IPC rules!

    Which PPC?

When you show your pics of the PCN and sign, remove the 'http' part from the front as you are a newbie and you cannot post working full links.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yep we've heard of them and I fully expect them not to have a POFA2012 compliant NTK in their repertoire. So, wait for the 'first letter' so that, as the registered keeper in a case where the driver will not be divulged (as ever) you'll be able to argue 'no keeper liability'. I also hope that their PCN and/or signage isn't up to speed either.
