No transaction fee offshore prepaid card

I'm looking for a cheap (no international transaction fee) prepaid debit/credit card that is not issued in the UK, preferably issued in the Isle of Mann, Channel Islands, Gibraltar or anywhere else where the card is in GBP. Can anyone help here?

I use this, plus a Halifax Clarify card, during my frequent trips to the Philippines.0 -
For some reason the OP wanted a card "not issued in the UK".
Most likely most of the above prepaid cards are issued in UK.
N&P and Halifax ones certainly are.0
