Minor error completing visitor permits

I was in Edinburgh at Easter and the person I was staying with gave me sufficient visitor permits for the day. She read the instructions and said we needed to scratch out consecutive times so one starting at 8.30, the next at 10 and so on. When we returned we had a parking ticket because there were no 'valid visitor permits'. It turns out they should all have shown 8.30. I wrote to Edinburgh City Council immediately but they insist we should pay. Unfortunately I had to appeal to them last year for a different infringement so they are holding this against me.

I feel I should not have to pay because the visitor permits had been purchased and used to cover the period in question, even though we had not completed them exactly as required. Any thoughts about the likelihood of an appeal succeeding? I have only a couple of days before the fine will increase.

    As this is a council ticket you would be well advised to pop over to https://www.pepipoo.com, register and upload clear photos of both sides of the ticket ( with personal information covered over ).

    I don't know what the deal is in Scotland around deregulated parking but here in Brighton & Hove, if the signage is unclear or confusing you have a good chance of winning at appeal with the adjudicator. By the sounds of it the rules around the permits were anything but clear.

    They are not allowed to hold a previous PCN successfully appealed, against you! Each case has to be considered in isolation on its particular issues and merits. So, if their letter mentions that you had a previous similar issue so that's why they are not cancelling this one, it adds to your formal appeal points once you get the NTO! You can say there has been a 'procedural impropriety' (Google it) by the Council and explain that point.

    Pepipoo will help you, don't let the worry of the 'increase' sway your decision - the discount was only a 'bribe' anyway so always forget that when appealing a council PCN - the penalty was ALWAYs the full amount if you disregard the 'bribe'. It's all or nothing and almost every pepipoo poster wins in the end.
