High street shops don't need to sell CD's and DVD's in sealed packages as the customer doesn't automatically have the right to return unwanted goods unlike online stores where this right normally exists.

Just about every disk I've bought online in the past few years has been supplied either in a sealed packet or with a security seal on the case.
