Height of door threshold ?

My question is - are there any building regulations about the height of the threshold on an external door ? From my searches I can only find some guidance that it should be no more than 2 inches above the internal floor surface but at least 6 inches above the external ground level to stop water coming in. (Disabled access has specific rules but I am referring to domestic access where that is not a factor).

I have a 1930s house which had the original wooden doors and sills. These have just been changed to UPVC, and the thresholds have been raised to 3 and half inches off the internal floor level, which seems far too high to me. The installer says the regulations only apply to new build, but I thought any changes were supposed to comply. If it was my fault for not specifying the height I guess I'll have to bear cost of changing, but if installer has contravened regulations I would expect him to pay.
