Toilet noise and leak

My downstairs toilet refills a bit too much and is very loud. Also there is a leak coming from the bottom of the top of the basin.

I tried to lower the flush ball, but cant get a grip or a figure out how to do it - any idea?

You need to bend the brass arm downwards, there is no 'adjustment' on these types of ball valves. Alternatively fit a modern one which will be adjustable.

Unless the white crud on the ball is weighing it down its more likely to be the washer in the ball valve.
Remove the ball valve assembly by undoing the water pipe and the big plastic nut on the outside of the tank.
You can now try bending the arm but if that doesn’t work a new ball valve could be cheaper than trying to get a new washer.
In Wickes a ball valve is £2.96 or £3.99 but a repair kit is £3.49.

No, that’s no good to you.
A bottom inlet needs a hole in the bottom of the tank which you haven’t got.
You need a Side Entry Fill Valve like this one.

But it might be better to spend a bit more if you are going to change.
The Dual-Flush valve looks OK.
