NCP Parking Charge Invoice

Hi Guys
Hopefully I can get some sound advice. I parked at Chester train station at the beginning of April and paid the £5.90 for a days ticket when I go back I had received a parking ticket as I had parked in a disabled bay, this wasn't clearly marked and I have taken a picture to show this. I am willing to email or can somebody help me upload it. anyway I have appealed and initial received a email back which I though indicated they had accepted this is I let them have my pay and display ticket.

Thank you for your recent correspondence regarding theabove notice number.
The above Parking Contravention Charge Notice was issuedto your vehicle as the Parking Attendant has recorded that the vehicle wasparked in a pay and display bay without clearly displaying a valid pay anddisplay ticket.
However, I would be able to reconsider your appeal if youcan provide further evidence. Please therefore provide me with a photocopy ofthe valid pay and display ticket, purchased to cover the time parked. Pleasesend the requested evidence to National Car Parks Ltd, Notice Processing, POBox 839, Northampton, NN4 4AL within 14 days from 17 April 2014.
Alternatively, if you are unable to provide the evidencerequested then the case will continue to progress.
I sent this off straight away but yesterday morning received another letter telling me this appeals been refused.
what do I do now pay the £35 appeal to POPLA or just ignore it?
I have also shown the picture of the parking bay in question to our company solicitor who stated I have a very strong case.

Before you go any further we will need to know if the station has bye laws in place. Something I haven't quite got to grips with yet. If so you need more expert information than mine.
If not then appeal to POPLA using the information in the NEWBIES thread quoting all the points there and adding your own evidence as a final point. It will be the legal reasons for the appeal that will win the case rather than your own evidence. So trust the advice there and follow it to the T.
Post your draft appeal here if you want it checking before you send it.
Most importantly DO NOT IGNORE. Please note - there is NO CHARGE to you to appeal to POPLA, it's the PPC who has to pay for the privilege of losing to you (provided you follow forum advice).
Definitely DO NOT ignore this, it won't go away. Follow Dee's advice above re the NEWBIES sticky.
In terms of your Notice to Keeper (NtK), does it anywhere contain the word 'BYELAW' or, in the alternative, does it mention The Protection of Freedoms Act 2012 or POPLA?
Is the NtK headed 'Penalty Charge Notice' or 'Parking Charge Notice'?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

It's a PCCN like all the ones that NCP issue and will be beaten like all NCP cases are, by following the Newbies sticky thread advice. There wasn't even any need for a new thread until you won - unless you want us to cast our eye over your POPLA appeal wording which we'd be happy to do if you reply here to show us. But your queries are already covered in the top sticky thread, post #3 is all about how to win at POPLA, and any draft based around the issues of no GPEOL and no authority/standing, would win at POPLA. By contrast, if you send the same sort of appeal you did to NCP - guess what - you'd lose at POPLA!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
