PCM from civil enforcement ltd in Scotland

I received a PCN by post 17 days after unwittingly overstaying in a retail park in Scotland. Notice is from civil enforcement ltd. do I have to pay this? Charge is £100 or £60 if paid within 14 days.. help....

You ignore them as there is no keeper liability in Scotland , which means only the driver could potentially be liable, if you don't tell them who that is they are stuffed. But it doesn't stop you making complaints to the retailers and landowner, it's outside a coop by any chance ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
