PCN but never left car, advice please.

My mother received a parking charge notice from Civil Enforcement Ltd yesterday. It is for being in a car park for 21mins.
Apart from the 1 min when she got out of the car to look for somewhere to pay, she was in the car all the time.
It was one of those car parks where you have to pay on the phone, and this would be totally beyond her technical capabilities. I dont know if it makes any difference, but she is also a blue badge holder.
So, the question, should I just go down the route mentioned in the sticky post to appeal, or would I use a different route because she was in the car the whole time?

It makes no difference if you left the car, left the motor running or hazard warning lights going, all these are mitigation and irrelevant.
Appeal using the wording in the sticky thread , make sure to get a free proof of postage from the post office and send it electronically .When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Okay, I have looked at the letter template, and it says I should include points 1-3, which are:
1) The amount being claimed is not a genuine pre-estimate of loss to your company or the landowner
2) Your signage does not comply with your ATA Code of Practice and was not sufficiently prominent to create any contract
3) You are not the landowner and do not have the standing to offer contracts nor to bring a claim for trespass
How would I know that point 2 is relevant, and that indeed their signage does not comply?

Edit: Have found on another thread, that it never complies, so it is always worth leaving point 2 in the letter. Off to print the letter off“Quis custodiet ipsos custodes?”
