I have read newbie stuff, law, BPA code, draft letters etc.
This is a situation where camera clocks cars going in, legit leisure centre users are meant to input number plate to avoid fine.
I take daughter to gym there every week- I never usually forget to input number plate and can't remember if I did on this occasion or whether I got one digit wrong.
If I go to CEL and ask for evidence of not having inputted number plate then it risks IDing driver.
FYI CEL have capped fine at 100, reduce it to 60 (so 40pc rule applies) and have sent this with time limit so some of previous grounds for objection do not apply, sadly.
Question is- do I use standard appeal letter on Newbie thread but add
4) Driver was bona fide user of Sportspace.
The signage is clear- so should I still include that point?
I will also complain to Sportspace and Dacorum but these fines are two a penny and neither seem bothered that people are being fined to legitimately use leisure centre. Why they have to make parking there so bloody complicated is anyone's bloody guess.
I think soft appeal should work if I send standard letter in entirety but any advice gratefully received

use the template , keep the signage in because you have no idea if it complies with the BPA CoP on signage , or any laws either (irrelevant if it was clear or not , it has certain rules that it must comply with , so it may be clear in blue on orange but fail the rules on signage test for example)
yes you can add the details that the driver was a valid customer at the facility and any proof backing this up , but do not admit who the driver was nor imply it)
otherwise use the template , "as is"
nobody has been "fined" here
they received an invoice for violating petty rules , it wont have the word "fine" anywhere on it , as it would be illegal as its a legal term0 -
Thanks very much for such a speedy response. I will add "the driver was a bona fide authorised user of the free parking facility and can provide supporting evidence if required (I would have to go back to the gym club and ask for my daughter's name on register I guess).
If you agree this is okay then I will proceed and update. What a colossal waste of everyone's time this is. I greatly appreciate your help x0 -
