Non BPA registered parking fine

I received a ticket from CPS Services this week, £120 reduced to £70 if paid in 7 days. I was about to pay but was confused that there was no option for debt/credit card and payment had to be in the post by either cheque or postal order. I phoned the council, to see if the company was ligitimate, who said that they had come across them before and they referred me to trading standards. I phoned trading standards, who said that they sounds familar but the person who deals with it isnt in the office, they said though before they could get involved I would have to speak to citizens advice and they could refer it back to them. I spoke to citizens advice who gave me the numbers of BPA and POPLA and said they would talk to trading standards. I then spoke to both BPA and POPLA who gave me the advice that the company wasn't registered with the BPA so technically how would they get my details from the DVLA. The woman at the BPA was very helpful and said 'I am not saying to ignore the ticket, because I can't but......' I got home thinking okay this all sounds positive, but then read a thread about this company who managed to find details out from the DVLA and thought oh dear..... So can CPS Services get my details from DVLA? Is it worth the hassle for £70?

The advice here is simple. Do not pay, do not ignore, do not reveal who was driving.

First of all is it ok to assume this is a windscreen ticket?
If so then if the company are not BPA (or IAS . ) members, then they do not have the right to contact DVLA for the registered keepers details to pursue their PCN. It does not appear to be a BPA member given the precise name you have given. More details of address etc would be useful to confirm this.
So as it is impossible to say who is driving and they should not be able to get your details, so no NTK should arrive on your doorstep. If they cannot find you, they cannot chase you for the PCN.
If however they are a BPA member under a slightly different name then a NTK will appear on your doorstep I which case you follow the NEWBIES thread and make a soft appeal to the PCN.

these companies can apply by post or online for dvla details , but need to be registered with an aos usually , which is the BPA or the IPC
popla is administered through the BPA scheme , IPC is separate , details in the NEWBIES sticky thread you should have read
some use other companies like DRP as a back office to handle these RK details from the dvla , so backhanders all round , nobody said they were fair and above board
are you sure it wasnt UKCPS who are in leeds ?
complain to the DVLA if they have given out the RK details to a non-AOS registered company

None aos companies should not be able to get your details from the DVLA. If you hear anything more from them come back and let us know.0

From the info you have provided they seem to be chancers, piggybacking on the BPA/IPC AOS modus op. Do not make any form of contact with them; see if anything transpires via post; get back to us if it does.
Remember, despite any instinct to shoot off at them - NO CONTACT, unless they contact you.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
