Welcome Finance Underwriters

From 2000 Onwards - Aviva Insurance were the underwriters for Welcome Finance Ltd.
I have a claim for PPI but welcome can't tell me who the underwriters in May 1999 were. They say Aviva took over in 2000, but thats as far back as they can go. I and they can't say who the underwriters were.
Can anyone remember or does anyone know, who welcome finance used for their PPI unerwriters in 1999/
