Local Authority Misinformation: Parking and PCN

Brighton and Hove City Council publish a leaflet (available online) specifically stating that you cannot load and unload from Permit Bays under any circumstance.
This is different from many other local authorities including East Sussex County Council who say that continuous loading and unloading is permitted for 20 minutes. This is also the guidance given by the Freight Transport Association (FTA).
The Highway Code and most accepted parking contravention codes refer to the prohibition of PARKING within permit holders only bays but not loading and unloading, unless the bay is suspended or there is clear signage prohibiting loading and unloading.
My questions are:
1. How can Brighton and Hove City Council get away with an official leaflet that is clearly misinformation that is designed to persuade a person to pay a wrongly issued penalty charge notice rather than challenge it?
2. Can a local authority publish an official document that contains lies or misinformation?
3. Clearly this is not in the public interest as Brighton and Hove City Council are misinforming the public in order to generate additional revenue from penalty charge notices.
4. Are there any legal challenges or complaints that we can make against Brighton and Hove City council that will prevent them from publishing or perpetuating this misinformation?
5. Can we hold them to account for this misinformation. Can they be fined for it? Who would I complain to?
6. Would there be a case for repayment of all unchallenged PCN's issued for loading and unloading in Permit bays since the publication of the leaflet, since those PCN's are likely to have been paid on the basis of misinformation given by the Council.

Maybe residents have complained bout people using the bays that they have paid for for unloading.0

It is all about what is in the traffic order for each street, so check those by emailing the Council or asking at the Offices for a copy of the Order for a specific road. I am from that general area as well ad like your username!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
