Balance Transfer Charges / Refund

Just researching CC's for a 0% balance transfer and noticed that a number of companies are charging 3.5% for the BT fee and then refunding a certain % of the fee to make the headline rate look much cheaper.
Why don't they just reduce the advertised fee in the first instance rather than have the administrative costs in conducting the refund?
