The popla appeal is fine, but put the pre estimate of loss firstWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

It looks like a generic letter to me:Dear Sir/Madam,
Thanks for your correspondance in relation to the Parking Charge incurred on xxxx at xxxx, at Welcome Break xxxx car park.
We are writing to advise you that your recent appeal has been unsuccessful due to the fact that the car park is a 'Pay & Display / Paid Parking' car park only. Our records show that you did not purchase a valid Parking ticket or the appropriate parking time on the date of the parking event. However, as a gesture of goodwill, we have extended the discount period for a further 14 days from the date of this correspondance.
Please be advised:- There is an independent appeals service (POPLA) which is available to motorists who have had an appeal rejected by a British Parking Association Approved Operator. The POPLA appeals for and contact information can be found ...
- If you appeal to POPLA and your appeal is unsuccesful you will not be able to pay the discounted amount in settlement of the Parking Charge, yhou will be liable to pay the full amount.

They really are speaking crap, it's not a pay and display or paid for parking only as it has 90 minutes free . How can an MSA be a pay and display car park? Seeing as the Government says that MSAs and roadside facilities must allow 2 hours free parking rest time?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Many MSAs mention a £10 charge if you intend to stay more than 2 hours. (The charge covers 24 hours parking I believe). So not P+D as such, but the vehicle reg is recorded on a system within the MSA at the point of paying.
If you stay longer than 2 hours and don't pay the charge then (in the PPC's warped mind) a PCN for £60+ becomes valid.0 -
I know at Magor Services (which has a hotel as well as being a MSA), there is 2 hours free then you can purchase a P&D ticket for additional time (which I think the hotel refunds you for if you're a customer).0
