Possible Rot of Some Sort In Walls?

Hi, sorry for the long story but I am a complete novice when it comes to rot and I have had this problem on my walls for a while now.
In my bedroom upstairs my wall corners and some main wall have gone patchy and smudged with what looks like a grey/white shade (walls are painted black) so its really obvious but when I wash them or spray water and wipe it disappears then a few days later it reappears in same place.
Now I did not have this issue before painting my room (2 years back) so when I painted my room black over the old blue (1 coat, no undercoat or base coat) this starting happening about a year after and now its mostly all over.
Now I know I could call a professional but I have not got the money and the house is council so I can call them out in the future but I am actually planning to re-decorate very soon anyway so am looking for quick fix or just to know what it may be so I can start the ball rolling to sort it.
When I plan to re-decorate I am going to use a base coat from Wickes to block the old color and 2-3 coats of light color emulsion over the top and I plan to lightly sand down and clean in between coats for a good grip so do you think that may be enough to hold whatever it is back as I did not use any under/base coat before and only a 1 coat color and it took ages to appear?

phil has told me it seems like condensation which makes sense as I am able to wipe it clean and it comes back days later, what I would like to know is where or how can this happen in a bedroom, I just use a pc and tv in here and have my window open daily esp when its warm outside, cheers

    It sounds like condensation.
    Eat vegetables and fear no creditors, rather than eat duck and hide.

    Thanks for the reply but could you alliterate further? If condensation what could be a possible cause as I don't want it to re-appear when I re-decorate, my windows are open a lot and if they are shut I have a small slit always open for fresh air and I do use a PC in the room and tv etc. It has bare floorboard down with a small carpet at the moment but I plan to lay laminate down when I decorate so do you think it could be coming from pipes under my floor? cheers
