Received a PCN from Smart parking and as suggested in the threads have waited until the NTK to arrive but it says Notice to Owner. I have not edited the template letter to say owner so the letter maintains that I am the keeper. I have printed out this appeal letter ready to send just wanted to make sure there are no differences between owner and keeper and if there is what effect this may have on the appeal?

Oh dear Smart Parking - the well known oxymoron.
Its just their latest attempt to move the goalposts and confuse. It couldn't possibly have anything to do with the fact that under the decriminalised system (operated by local authorities) such a notice is called a Notice to Owner? No. I thought not. It is simply a coincidence just like it was a coincidence that they used to describe their notices as penalties (in the days before they changed their name from Town and City Parking.
As far as your appeal is concerned post the detail into this thread and we'll let you know whether it is a winner or not (bearing in mind that first time around the objective is to get your appeal to SP rejected) so you can then go on and win at POPLA.
Stick to the legal issues and omit details that would otherwise be considered mitigation until we get to the POPLA stage.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
