Meteor Train Station ticket - I can't contact them

    I just re-read the bye laws again. I can't see which byelaw Gords could be charged under. The nearest one is 14(3)

    No person in charge of any motor vehicle, bicycle or other conveyance shall park it on any part of the railway where charges are made for parking by an Operator or an without paying the appropriate charge at the appropriate time in accordance with instructions given by an Operator or an authorised person at that place.

    But since Gords did pay and displayed a ticket which later fell off his dashboard then even if the PPC passes the "case" to the TOC for prosecution there is no byelaw he could charged with....

    We know - that's the point. See louloukoi16's thread, that's why it is misleading.

    Also Gord - please see louloukoi16's thread again as I have updated it - you are all going round in circles on your own threads when you should be getting together about this to complain to the right people (and that's not Debt Recovery Plus!). There are 3 or 4 Meteor cases like yours on here.

    Exactly! The railway bylaws offence is failure to pay not failure to display.

    I was going to just post this to Meteor:
    I have emailed many times, I have tried to call the number on the ticket many times but have been unable to get in contact with you.

    On the day in question (dd/mm/yy) the valid parking ticket had fallen from the windscreen into the foot well and so was not visible to the ticket inspector.

    I have enclosed a copy of the car park ticket. The registration is different because I had recently changed my car and was told by staff at Dorking Station that it did not matter.

    Kindly acknowledge receipt of this letter and confirm that this ticket has been cancelled.


    Shouldn't that be enough?!

    Nope, that's admitting fault on the driver's part. I would talk to the other posters on here first(!!) but I would look to write summat like this:

    On the day in question (dd/mm/yy) the valid parking ticket was displayed when the driver parked and I have no idea what may have caused it either not to be in view/not to be considered valid, later on when the attendant issued a 'parking charge notice'.

    I have enclosed a copy of the car park ticket. The registration is different because I had recently changed my car and was informed and assured by staff at Dorking Station that it did not matter. I rely upon that verbal agreement that the permit remained valid for whoever was driving my new vehicle on any occasion during the period when the parking ticket was valid.

    In addition, I refute that byelaw 14 - or any applicable byelaw - has been contravened. Please state exactly the wording from the byelaw and how that equates to this allegation. Please state how your 'PCN' passes as a penalty when clearly it is no such document? Please state who is liable - the driver or the keeper and under what law/byelaw?

    I refute that a penalty charge has ever been issued at all. Meteor only issue 'parking charge notices' which are a different document entirely and should follow the BPA Code of Practice and lead to independent appeal via POPLA.

    If Meteor are refusing to offer POPLA and alleging that any tickets issued for any 'contravention' in any railway car parks are 'covered by byelaw 14' then please explain your stance on this matter. I need to have your written explanation so that I can forward your response to the DVLA, BPA Ltd, Trading Standards, the Train Operator and Passenger Focus, all of whom will be receiving a complaint from me about your attempts to dress up a 'parking charge notice' as if it was a byelaws penalty - and in doing so you have denied me a right to POPLA.

    Kindly acknowledge receipt of this letter and confirm that this ticket has been cancelled. I have copied the recipients of my complaint into this letter as well so all parties are aware of the issues being raised.

    My only worry is if they have actually received any of my emails but just haven't replied to them?!

    That's not your worry really though, it's theirs. And if you send them that and copy in all the other parties as a complaint (by email or by letter to each place, e.g. a printed out copy of all your emails to Trading Standards Office at your local Council, with a covering letter alerting them to the fact that Meteor are pretending that every excuse comes under 'byelaw 14' in order to sidestep POPLA and purely to muddy the waters and mislead, making their threats on their parking charge notice look more scary) your hope is that it sets the cat among the pigeons with one or other of the recipients. Then Meteor will have to respond. The BPA and DVLA are easy to copy in by email (see post #6 of the NEWBIES sticky thread).

    And the TOC, and Passenger Focus, and Trading Standards.

    The BPA and the DVLA are the LEAST likely to help you out of all the suggested recipients!
