UKPC parking fine but no ticket on windscreen

Hi
I have just received a NTK from UKPC for £100 parking fine after my partner parked across the lines of two bays in a retail park.
There is photographic evidence of a ticket applied to the windscreen but she assures me there was no ticket on the car when she returned to it after shopping.
We were oblivious to the fine and therefore had no opportunity to pay via the 14 day early pay discount that UKPC offer.
The NTK came as a complete shock. I am the registered keeper and was not at the retail park with my partner.
The car park is a free park so there is no loss of revenue to the landowners.
My partner made some shopping purchases during her time at the retail park and feels very aggrieved.
I am going to soft appeal against the fine. Should I refer to the fact that there was no ticket on the windscreen though I know UKPC have evidence of a yellow ticket being applied. Or should I just refer to the standard appeal on the newbies thread?

Just appeal as the keeper using the standard template above. It covers everything you need.
In the meanwhile if you have receipts etc ask the shop concerned to cancel your ticket as a genuine customer. I will send off my appeal tomorrow and contact the shops (Dunelm and Halfords) directly. We've got records of two purchases my partner made on our mastercard statement. I can't believe for one minute though that they will have the jurisdiction to cancel the fine from UKPC - even if I do threaten to take my custom elsewhere.0 -
Retailer Store managers can indeed often can cancel fake PCNs (they are NOT 'fines'!). There's a whole sticky thread about complaining and getting these cancelled by retailers!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
