PCN outside my own house!

Hi

I live on an estate which has UKPC enforcing residents only parking. One day I had a domestic emergency with an over flowing toilet and had to pop out to the plumbers to get some parts. When I got back there were no spare parking permits for the site so I parked opposite my house and put a notice in the window saying that I am working at number xx' and the parking attendant should check- I even left the front door open!

Low behold, UKPC gave me a ticket. I appealed but they refused the appeal and instead reduced the charge to £15 OR said I could go to POPLA but then I would pay £100 if I lose.

I really want to appeal, especially citing the ground of they have not suffered any loss as a result of my offence as it was private ground. My only fault was I did not display a permit but did leave a notice (visible in their photo as well) stating that the parking attendant should knock and check that it's my car.

Should I risk the appeal to Popla on the ground of an excessive charge?

Thanks
Simon
