Double Glazing Repair - Mech hitting the Frame

Hi,
I've just moved into a new house and found that one of the windows won't open without some serious force/ distortion of the frame, and it appears to be caused by the central mushroom being "too long", by about 4 mm, the other 2 on the sides are OK.
The entire window has been neglected, so the first thing was a light oiling, then i tried to tighten the Espagnolette (googled) into the frame, but that's done nothing.
Are there any particular thing i should be trying? Can i replace a mushroom without replacing the full Espg? The Esp doesn't appear particular flat against the frame in the centers either, so i'm guessing i could have too big a lock for the frame?

Coming to think of it, that must be it. They either have fitted the wrong sized lock with either a too small backset or a too deep locking mech for the hole.
Grr. Things to check when you buy a house - I checked all windows apart from that one!0
