Balance transfer Question

Following on from the new rules a few year back where payments go toward the highest interest first on any credit card I have a question.
Say for example, I have a card where part of the balance was transferred from another card at a promotional rate with the remaining balance is on the cards standard rate.
If I transfer the amount on the card at the standard rate to a balance transfer offer on another card, will the higher interest amount be transferred, leaving the original promotional rate balance on the card?
Does that make sense?
