    So basically your neighbour is an idiot!

    Have you contacted your landlord about this? If not do so ASAP, he will then contact the factor who should be able to get an emergency contractor out to fix it. If the block doesn't have a factor, things are going to be much more complicated, but it is still your LL's responsibility to sort out rather than yours. If the situation continues I wouldn't think it unreasonable to ask your LL to sort out some other accommodation temporarily.

    lol, it's hard work trying to understand how water from the upstairs flat will make it's way into his flat if the water is turned on.

    Either way contact the landlord as a matter of urgency and tell them what this buffoon has done.

    Legally he doesn't has that right to switch off the water supply.Its been 2 days action should be taken regarding repairing that....

    I think he's trying to get it fixed without the LL finding out that he's punched a 4ft hole in the external wall.

    Do you have any owners in the close? They will know who the factor is - you need to get on to them, your landlord and the local council immediately. Your neighbour sounds like a nutter.

    Ironically enough, the only owner I know (other than my landlord) is the eejit that's done all this.
    He also introduced himself as a "schizophrenic but it's ok I won't stab you"

    What a nightmare - surely someone must've phoned their landlord by now though? If it is the waste pipe maybe it can be repaired before the hole in the wall is fixed.

    I'd be really raging if I was you as you'd be able to use your water without impacting on anyone else. Presumably the flats on the other side of your close would too as they'll have a separate down pipe. Maybe even upstairs kitchen would be ok to use. I'd be tempted to switch the water back on again if I were you and allow the tenants in the top flat to use your water.
