Parking on a dropped-kerb

There is a lady, an employee that looks like a nurse from the local hospital that always parks on the same spot; outside my driveway/house, which is a dropped kerb that my grandparents paid for when they first moved into the house years and years ago.

Obviously she has been parking there for some time before I moved in, which was recently.

I've approached her politely, informed her that it's a dropped kerb and she's in the way of my drive, she just gave me a dirty look and took her time in getting into her car with a cigarette hanging out of her mouth.

She's continued to do this, what can I do? Who do I contact?

    Yes, two cars. One is owned by the lodger who lives in the above flat.

    Next time, ring the Council to ask whether they enforce PCNs on dropped kerbs in your area when a resident complains, if yes then complain & see if they can send a CEO round in time to ticket her car. If not, if your Council don't enforce PCNs on dropped kerbs, then contact the non emergency Police local number next time she blocks a car IN on your driveway, as that is obstruction and they can send a PCSO over if they are so minded, to put a fixed penalty on her car for obstruction of a car in the driveway.
