i can go to bt they take over line and give me new number its just the time scales involved 14 days is a major pain with out a card machine but ill need to bite bullet and wait 2 weeks

It's no surprise that they don't know the rules - so many telcos are ignorant of the conditions under which they must do business. The most recent publication regarding the cancel other process is here, the important points are:

Cancel-other MUST NOT be used:
* To enforce notice periods and/or contract terms, including termination charges.
* Because there is a debt issue with the customer.
