UKPC Parking Ticket - Advice Needed!

On 16th May 2014 I received a 'Parking Charge' notice issued by UKPC.
Here are the facts:
When I went out to my car to find the ticket slapped on my windscreen, I obviously went into Scan to ask if they could contact Emmerson or UKPC to waive the ticket, they said they would help as much as they could and even would give CCTV evidence to Emmerson to prove that the attendant was 'lurking' around the corner waiting for me to park up. I am awaiting a phone call from Scan to see how this avenue is progressing...
So basically, I need good advice on how to proceed...
1) Do I immediately go through UKPC's official appeals process or wait for the Notice to Keeper to arrive first? UKPC states that I have 14 days to respond or the fine goes up from £40 to £70.
2) If I go down the appeals process, is there advice on how what to say and what not to say?
Any advice would be greatly received...

Here are the facts:
- I was parked on Middlebrook Retail Park carpark (Bolton) which is owned and run by a company called 'Emmerson'.
- The car park serves a computer shop called 'Scan' and a few industrial type units. At the time of parking up, all the spaces outside Scan were full up so I had no choice but to park in a bay outside one of the other units.
- The car park did have some signs dotted around to say 'must be parked within designated bay with valid permit displayed' and 'no roadway parking'.
- The ticket is for allegedly parking in a bay marked for permit holders only, although the only evidence that would suggest this is a 5x3cm green plaque on the kerbline with the words 'Top Cash Back'. Other than this small plaque, there was no other line markings or signage to suggest that this particular bay is not for the general public.

I have read through the Newbie thread at the top but still have a few questions:
1) Do I wait for the NTK before appealing?
2) As UKPC is a member of BPA, do i, and can i just jump straight to POPLA?0 -
Should win easily. I've been there, Scan is usually full, but if you mean the main carpark instead, it's massive, serving a load of other stores. They won't have a chance.0

No not the main car park, on the same car park as Scan but in a row of spaces on the right as ypu drive in the car park.
So do I appeal through UKPC now or wait til the NtK arrives? But at that point the invoice would go up to 70 quid apparently. ..0 -

Appeal to PPC
Get rejection
Then appeal to POPLA

There is a template for the appeal to the PPC followed by a second template later for the appeal to POPLA when the appeal to the PPC gets rejected.
It is advised to wait for the NTK as not all PPCs follow up windscreen tickets and there are certain rules they are supposed to follow if they do. If they don't it gives more ammunition in the appeal.
UKPC will follow it up.
On this forum there is 100% success rate with forum assisted appeals. That is what I base my statement on.
When I had a parking ticket, I was incensed and despite. O knowledge whatsoever I followed all the advice to a T and sure enough it worked.
If you are really unsure, there is a parking ticket appeal group you could pay to sort this for you. Should they lose they pay the ticket for you.
