Is this PCN citing keeper liability?

Hi, I'm trying to determine if the PCN I received is citing keeper liability or not?
It was issued one month after the alleged contravention, so would be outside the 14 day requirement, but I'm not sure on the wording in the PCN.
It was an ANPR parking charge notice, with no windscreen ticket. Contravention date = 15/04/2014; Issue date = 16/05/2014.
Nothing specifically mentions 'keeper liability' but in several places it indicated the keeper could be pursued for any amount that remains outstanding.

Yes it is trying to, very few (if any) PPC's actually use the phrase 'keeper liability', this is more 'forum speak'.
Appeal it as per the Newbie thread, with an extra point thrown in that the registered keeper cannot be liable as the notice was served out of time.0 -
If this is ANPR Ltd of Preston, despite their name, AFAIU they don't use ANPR camera capture. Their prime modus op is windscreen ticketing, and despite not seeing a windscreen ticket on your car, they will argue that one was issued, they're likely to have a photo of a ticket on your windscreen and if this is the case the dates tend to match and keeper liability can be argued.
Can you tell us exactly who the PPC is (precise name, as there are a number who use 'ANPR' in their title). Does the letter refer to 'a Notice to Driver having been given' (or similar words)?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
